Institutionalised Debates and Unscripted Instances in Cantonal Parliaments

Switzerland is a multilingual federal state with a political system and culture (traditionally) based on consensus-democratic principles. But consensus-democracy does not mean a lack of conflict and dispute. Rather, disagreement and negotiations on public and political issues are institutionalised as highly formalised parliamentary debates. However, even these meticulously controlled deliberations may sometimes get off track. Using the example of two cantonal parliaments, we show how so-called unscripted instances may play an important role in fostering a sense of community among the Members of Parliament (MPs) and thus, ultimately, contribute to a consensus-democratic culture in Swiss politics.
