Emerging Issues in Devolved Electricity Governance in Kenya : A Case Study of Machakos County Government

Kenya has ambitious legislation regarding devolution in electricity governance, the imple-mentation of which, however, is delayed and fraught with challenges. Decentralized struc-tures have become increasingly important in recent electrification policies. However, elec-trification is still mainly planned and implemented by national-level actors. There is little literature on the topic of devolved electricity governance. Kenya is one of the few coun-tries in Sub-Saharan Africa that have devolved energy functions in the constitution and in the Energy Act. However, the interaction between policies and actors seems to impede the fast-tracking of rural electrification as envisioned in the Kenya Vision 2030.
