English French German In Switzerland there are many small towns with fewer than one thousand inhabitants. Having such small populations can lead to certain problematic issues, but can also prove to be advantageous. The effective implementation of democracy in such towns depends to a considerable extent on the size of the town’s territory, and participation of the local inhabitants plays an important role in small communes. Thus, the sustainability of the small towns depends heavily on the active participation of a correspondingly large number of volunteers. In the case study of the commune of Kleinbösingen in the canton of Fribourg, these facts are studied in depth. The functioning of a commune with 576 inhabitants has been examined, particularly with regard to how this commune has managed to avoid a lack of participation. The reasons which can explain this high level of motivation are analysed on the basis of interviews conducted with the local population. Factors such as the high level of political involvement of grandparents in order to guarantee a good quality of education for the children, the role of dogs in socialising activities, or the fact that the communal council turned the General Meeting into a celebration, are examples of participative mechanisms which have been discovered in such a small commune. Thus, a large number of factors influencing civil participation are analysed and explained. The local level is as complex as the global. En Suisse, les petites communes habitées par moins de 1’000 personnes sont très nombreuses. Par leur petite population, elles sont exposées à des problématiques spécifiques, mais présentent également des avantages. La démocratie et sa réalisation diffèrent en fonction de la taille de l’unité territoriale, ainsi la participation joue un rôle très important dans les petites communes. Leur existence est directement liée à l’engagement d’un nombre proportionnellement grand de bénévoles. Dans l’étude de cas de la commune de Kleinbösingen, dans le canton de Fribourg, ces différents faits sont analysés de façon plus détaillée. Le fonctionnement d’une commune de 576 habitants, son organisation pour éviter les problèmes de participation, mais également les motivations pour un investissement au niveau local, sont certains des thèmes traités à l’aide d’interviews réalisés avec la population. Le fait que les grands-parents s’engagent pour garantir le bien-être des enfants, le rôle de socialisation joué par les chiens ou encore la transformation de l’assemblée générale en fête villageoise, sont des éléments qui ont été découverts dans cette petite commune. Dans ce sens le grand nombre de facteurs influençant la participation civile au niveau local sont analysés et expliqués. Le niveau local est aussi complexe que le niveau global. Kleine Gemeinden unter 1’000 Einwohnern sind in der Schweiz sehr häufig. Durch ihre kleine Bevölkerung sind sie speziellen Problemstellung aber auch Chancen ausgesetzt. Denn Demokratie und ihre Ausführung ist von der Grösse der territorialen Einheit abhängig. Partizipation spielt somit in kleinen Gemeinden eine sehr wichtige Rolle. Denn die nachhaltige Existenz solcher Gemeinde, hängt direkt von der proportional grossen Anzahl Freiwilliger ab. Mit der Fallstudie der Gemeinde Kleinbösingen, im Kanton Freiburg, werden diese Gegebenheiten näher analysiert. Wie eine solche Gemeinde mit 576 Einwohnern funktioniert, wie diese organisiert ist, dass es noch nie partizipative Probleme gab, aber auch welche Motivationsgründe zur Partizipation führen können, werden anhand mit der Bevölkerung geführten Interviews neu ausgeleuchtet. Einige Resultate sind, dass sich auch Grosseltern für schulpflichtige Kinder investieren, dass Hunde eine sozialisierende Rolle spielen und dass der Gemeinderat die Gemeindeversammlung zum Fest macht. In diesem Sinne werden die grosse Anzahl Einflussfaktoren auf die lokale zivile Partizipation analysiert und erklärt. Die lokale Ebene ist so kompliziert wie die globale.
