La parole à l'oeuvre : les discours de la prospective territoriale face à l'étalement urbain

English French German In urban design and planning, one can observe since 20 years the emergence of discourses about new territories. The traditional attitude considers the city as its exclusive object of reference and fosters the urban containment, in order to prevent sprawl. The one relative to new territories refuses to ignore this phenomenon and investigates new analytical and prospective approaches. Despite its innovative and critical potential, the discourses about new territories are considered as problematical. Regarding to this, four arguments are essential: the relation between the analysis of the real and the prospective is generally not clarified though most of the authors consider themselves as interventionists; the discourses understand themselves as a mimetic reflection of reality and ignore the conceptual and methodological potential of the so called crisis of representation; in relation to this, there is a high number of new expressions that describe the new territories, but that, through ambiguous language and their abundance, don't clarify the subject and contribute to its vagueness; despite the doubts concerning the classical comprehension of the city, the notion of city is systematically used in order to describe the new territories. Based on this problematic, this work argues for a complementary comprehension of the discourses about new territories. In a first step, this goal is pursued by the confrontation of the discourses with theoretical sources. The principles of discourse analysis of Michel Foucault serve as a methodological basis. The central concept however is the performance that comes from the Austinian Speech-Act-Theory. It stays for utterances that do not only describe reality (that is to say, that are causally determined by reality), but as utterances are reality or cause a modification of reality. In language philosophy and sociology, performance is now seen as a general feature of language use. This implies that language is never studied for itself but as utterances in its social context. Finally the principle of symmetry of Bruno Latour should allow a new relation between the discourses and the new territories. In a second step a case study investigates the emergence and the use of the new expression Glattalstadt (city of the Glatt valley). Since about ten years, planners, urban designers and searchers describe with it the northern outskirts of the greater Zurich area that has been intensely developed. Based on publications, reports and thirteen interviews with key actors, the study analyses the context of the expression. It obtains the three following results: first, Glattalstadt is a city of circumstances where the notion of city makes sense (or not) in relation to some approaches and themes and where the spatial delimitation of the territory is adapted to them; second, Glattalstadt contains always a vision of future that completes the representation of the present and that contributes actively to the construction of the territory; third, the raising number of scientific works generates a laboratorisation of the place that modifies the referenciality of the elaborated knowledge. From a general point of view, the discourses about new territories are understood as discourses at work where the description of reality contributes to the territorial transformations. They correspond to the tradition of an exogenous and Top-Down oriented urban design where a conceptual structure is put on a territorial reality. As soon as these discourses are confronted with this reality, like in the Glatt valley, on can observe frictions with endogenous, Bottom-Up based elements. En urbanisme et en aménagement du territoire, on a assisté ces deux dernières décennies des discours sur les nouveaux territoires. Alors que les propos traditionnels font de la ville leur objet de référence exclusif et s'engagent pour l'urbanisation vers l'intérieur, de façon à empêcher l'étalement urbain, ceux sur les nouveaux territoires se refusent d'ignorer ce phénomène et cherchent de nouvelles approches analytiques et prospectives. Malgré leur potentiel innovateur et critique, les discours sur les nouveaux territoires sont considérés comme problématique. Par rapport à ceci, les quatre arguments suivants sont essentiels: le lien entre l'analyse du réel et la prospective n'est globalement pas thématisé, bien que la plupart des auteurs se définissent comme des interventionnistes; les discours s'entendent comme un miroir fidèle de la réalité et ignorent le potentiel conceptuel et méthodologique de la dite crise de la représentation; il existe une multitude de néologismes qui désignent les nouveaux territoires mais qui, par leur vocabulaire ambigu et leur abondance, ne rendent pas plus claire la thématique et contribuent, au contraire, à la rendre floue; malgré la remise en question de la compréhension classique de la ville, la notion de ville est utilisée systématiquement pour décrire les nouveaux territoires. Basée sur cette problématique, une compréhension complémentaire des discours sur les nouveaux territoires est recherchée. Dans un premier temps, cet objectif est poursuivi par la confrontation des discours avec des sources théoriques. Les principes de l'analyse du discours de Michel Foucault servent de fondement méthodologique. Mais le concept central est celui de la performativité qui émane de la théorie austinienne des actes de langage. Elle désigne des locutions qui ne décrivent pas seulement la réalité (donc qui sont déterminées par celle-ci dans une relation causale) mais qui, en tant que locutions, sont elles-mêmes des réalités ou ont comme effet une modification de la réalité. La performativité est désormais vue comme une qualité générale de tout usage du langage. Ceci implique que le langage n'est jamais étudié pour lui-même mais en tant que locutions dans leurs contextes sociaux qui leur confèrent leurs sens. Enfin, le principe de symétrie de Bruno Latour doit permettre un nouveau lien entre les discours et leur objet, les nouveaux territoires. Dans un deuxième temps, une étude de cas examine l'émergence et l'usage du néologisme Glattalstadt (ville de la vallée de la Glatt). Depuis une dizaine d'années environ, des aménageurs, urbanistes et scientifiques désignent par ce néologisme l'aire au nord de Zurich qui se développe intensément. À l'aide de publications, de rapports d'étude ainsi que de treize entretiens avec des acteurs clés, l'étude analyse le contexte lié à cette expression. Elle obtient les trois résultats suivants: premièrement, Glattalstadt est une ville de circonstances où la notion de ville fait sens (ou non) par rapport à certaines approches et certains thèmes et où la délimitation spatiale de l'aire s'adaptent; deuxièmement, Glattalstadt contient toujours une vision d'avenir qui complète la représentation au présent et qui contribue activement à la construction du territoire; troisièmement, le nombre croissant des travaux scientifiques génère une laboratorisation du lieu ce qui modifie la référentialité du savoir élaboré. De manière générale, les discours sur les nouveaux territoires sont compris comme des discours à l'oeuvre où la description du réel contribue aux mutations territoriales. Ils correspondent à la tradition de l'urbanisme exogène et orienté Top- Down où une structure conceptuelle est plaquée sur un territoire. Par contre, au moment où les discours sont confrontés à cette réalité, comme par exemple dans la vallée de la Glatt, des frottements avec des éléments endogènes et orientés Bottom-Up ont lieu. In Städtebau und Raumplanung haben sich in den letzten zwei Jahrzehnten Diskurse über neue Territorien Gehör verschafft. Während die klassische Haltung die Stadt zum alleinigen Referenzobjekt erklärt und sich für Siedlungsentwicklung nach innen stark macht, um «Siedlungsbrei» zu verhindern, weigern sich diejenigen der neuen Territorien, dieses Phänomen zu ignorieren, und suchen nach neuen analytischen, planerischen und entwerferischen Ansätzen. Trotz ihrem innovativen und kritischen Potential werden die Diskurse über die neuen Territorien als problematisch erachtet. Vier Argumente sind diesbezüglich wichtig: die Verbindung zwischen der Analyse des Bestehenden und der Zukunftsforschung wird insgesamt nicht thematisiert, obwohl sich die Mehrzahl der Autoren als Interventionisten zu erkennen geben; die Diskurse verstehen sich als unverzerrtes Spiegelbild der Realität und ignorieren das konzeptuelle und methodische Potenzial der so genannten Krise der Repräsentation; damit verbunden ist eine Fülle von Wortschöpfungen die die neuen Territorien bezeichnen sollen, wobei aber die Wortspiele und die Vielzahl dieser neuen Begriffe die Thematik nicht klarer machen, sondern im Gegenteil eher dazu beitragen, sie zu verklären; trotz der Infragestellung des klassischen Stadtverständnis wird der Begriff Stadt systematisch verwendet, um die neuen Territorien zu beschreiben. Auf Grund dieser Problematik wird ein weiter führendes Verständnis der Diskurse über neue Territorien angestrebt. Dies erfolgt in einem ersten Schritt durch die Konfrontation der Diskurse mit theoretischen Quellen. Die diskursanalytischen Prinzipien von Michel Foucault dienen als methodisches Fundament. Das zentrale Konzept ist aber die Performativität, das der Austin'schen Sprech-Akt-Theorie entstammt. Sie bezeichnet Äusserungen, die nicht nur die Realität beschreiben (also von ihr kausal bestimmt sind), sondern als Äusserung Realität sind oder eine Modifikation der Realität bewirken. Unterdessen wird Performativität in Sprachphilosophie und -soziologie als generelle Eigenschaft von Sprachverwendung erachtet. Dies bedingt, dass Sprache nie an sich studiert wird, sondern als Äusserungen in ihrem gesellschaftlichen Kontext, welcher ihnen Sinn überträgt. Schliesslich soll mit dem Symmetrieprinzip von Bruno Latour die Verbindung zwischen den Diskursen und den neuen Territorien als Objekt neu ermöglicht werden. In einem zweiten Schritt untersucht eine Fallstudie das Erscheinen und den Gebrauch des neudeutschen Ausdrucks Glattalstadt. Seit etwa zehn Jahren bezeichnen PlanerInnen, StädtebauerInnen und WissenschaftlerInnen damit das Gebiet nördlich von Zürich zwischen Oerlikon und dem Flughafen Kloten, das sich rasant entwickelt. An Hand von Publikationen, Rapporten sowie dreizehn Interviews mit Schlüsselakteuren analysiert die Studie den Kontext, der mit dem Ausdruck verbunden ist. Sie kommt zu den drei folgenden Resultaten: erstens handelt es sich bei Glattalstadt um eine Umstand bezogene Stadt, wobei der Begriff Stadt je nach Ansatz oder Thema Sinn macht oder eben auch nicht und wo sich die räumlichen Grenzen des Gebiets entsprechend anpassen; zweitens beinhaltet Glattalstadt immer eine Zukunftsvision zusammen mit der Realität der Gegenwart, womit der Ausdruck aktiv an der Gestaltung des Territoriums «mitbaut»; drittens bringt die zunehmende Zahl an wissenschaftlicher Arbeit eine Laboratorisierung des Orts mit sich, was die Referenzialität des erarbeiteten Wissens entsprechend verändert. Generell werden die Diskurse über neue Territorien als Sprache am Werk verstanden, wobei die Beschreibung der Realität zum Wandel des Territoriums beiträgt. Sie entsprechen der Tradition des exogenen, Top-Down orientierten Städtebaus, bei welchem ein Konzeptgerüst einem Territorium aufgesetzt werden soll. Sobald die Diskurse dann mit dieser Realität zusammentreffen, wie zum Beispiel im Glattal, kommt es zu Reibungen mit endogenen, Bottom-Up bestimmten Elementen.
