Das türkische Welfare-Regime unter der AKP : Vom konservativen südeuropäischen zum muslimischen Typus?

English German Due to two distinct historical features – a strong state and rigid laicism – the Turkish welfare state used to be strongly fragmented, hierarchical and corporatist. As such, it assigned a central role to the social institution of the family. With Turkey’s increasing integration into the global economy in the 1980s, new forms of poverty developed, and the welfare state’s funding came increasingly under pressure. As a result, the ruling AKP (Adalet ve Kalkınma Partisi) initiated a number of social policy reforms. These can be understood as an expression of the AKP’s free market policies and islamic-conservative ideology. Through the AKP’s promotion of private social welfare that is independent of market economy, state or kin, the Turkish welfare state today resembles what is sometimes called a Muslim welfare regime. In der Republik Türkei hat sich aufgrund zweier historischer Besonderheiten, einem rigiden Laizismus und sehr starken staatlichen Strukturen, ein stark fragmentierter, hierarchischer und korporatistischer Sozialstaat etabliert, welcher der Familie eine wichtige Rolle innerhalb der sozialen Wohlfahrt zuweist. Mit der verstärkten Einbindung der Türkei in die globale Marktwirtschaft in den 1980er Jahren entstanden neue Formen von Armut und die Finanzierung des Sozialstaats kam immer stärker unter Druck. Die islamisch-konservative AKP (Adalet ve Kalkınma Partisi), die seit 2002 an der Macht ist, leitete folglich sozialpolitische Reformen ein. Diese können als Ausdruck der wirtschaftsliberalen und islamisch-konservativen Ideologie der AKP verstanden werden und haben insbesondere durch die Förderung der privaten Wohltätigkeit unabhängig von Markt, Staat und Familie zu einer Annäherung der Türkei an ein sogenanntes muslimisches Welfare-Regime geführt.
