<dc:description xmlns:ns1="xml" ns1:lang="en">This final report describes the activities undertaken during the project (1 March 2012– 28 February 2013) carried out by the Institute of Argumentation, Linguistics and Semiotics (Università della Svizzera italiana – USI). The report was reviewed by the supervisors of the RCM (Research Centre on Multilingualism – RCM) Prof. A. Duchêne, Dr. R. Coray and the members of the steering group within the Federal Administration L. Bürgi, K. Karlen, P. Malinverno, S. Marra and V. Pini, and was finalised in March 2013. The analysis of the courses offered by the two language schools that received a mandate from the Federal Office of Personnel (FOPER) revealed that the approximately 500 course attendances at the two schools in the years 2010 and 2011 correspond to about a quarter of the total demand (some 2,000) as estimated in an internal survey in 2007. The majority of courses offered by the mandated language schools are in French; the preferred course type in the official languages at both schools is an in-house group class with a focus on conversation, rather than on the attainment of a language certificate. Qualitative interviews were conducted with the administrative directors of both mandated language schools and with HR and personnel administrators in the departments and administrative offices of the Federal Administration. The results of the interviews revealed substantial diversity in the course offer between the administrative offices as well as a certain discrepancy between the institutional requirement for language certificates – which facilitate quality control by means of standardized examinations – and the individual needs of the employees, who generally prefer courses that address the practical issues of their work environment. These findings correspond to the attendants’ preference for conversation courses at the two mandated language schools. In the second part of the project, an online survey was conducted, in which 5,576 of the Federal Administration's 35,618 employees (yearly average 2011) took part. The overall response rate was 15.7% of all Federal Administration employees. When interpreting the findings, it is important to note that the Federal Department of Defence, Civil Protection and Sport (DDPS) – with a response rate of 1.2% – is clearly underrepresented, while the Federal Department of Environment, Transport, Energy and Communications (DETEC) (response rate of 47.1%) and the Federal Department of Foreign Affairs (FDFA) (response rate of 32.2%) are overrepresented. If the DDPS is excluded, the overall rate of return is 23.6%. The results of the survey provide information on which languages and which partial competences are required for everyday tasks in the Federal Administration; it also gives details on what improvements are desired. In general, a high rate of individual multilingualism can be observed; the functionally most important language is standard German, followed by French and Swiss German. A quarter of all respondents rate their language competence as adequate; three quarters would like to improve their language skills for everyday work situations. Roughly 9% of all respondents are currently attending a language course offered by the Federal Administration. Regarding the degree to which employees take advantage of the courses offered, the survey shows that the classes organised by the administrative offices continue to cover a demand currently only partially satisfied by the language schools that received the mandate from FOPER. At present, the latter courses make up 32% of all courses attended by respondents; 15% of the courses are taught by self-employed teachers and 15% by teachers employed by the Federal Administration, while other language schools make up a further 20%. In addition, the findings of the online survey confirm both the results of the interviews with HR and personnel administrators and the statistics from the language schools mandated by FOPER: in general, employees at the Federal Administration prefer courses that teach specific, work- related language skills, rather than courses that lead to a language certificate.</dc:description>
