<dc:description xmlns:ns1="xml" ns1:lang="en">In Switzerland there are many small towns with fewer than one thousand inhabitants. Having such small populations can lead to certain problematic issues, but can also prove to be advantageous. The effective implementation of democracy in such towns depends to a considerable extent on the size of the town’s territory, and participation of the local inhabitants plays an important role in small communes. Thus, the sustainability of the small towns depends heavily on the active participation of a correspondingly large number of volunteers. In the case study of the commune of Kleinbösingen in the canton of Fribourg, these facts are studied in depth. The functioning of a commune with 576 inhabitants has been examined, particularly with regard to how this commune has managed to avoid a lack of participation. The reasons which can explain this high level of motivation are analysed on the basis of interviews conducted with the local population. Factors such as the high level of political involvement of grandparents in order to guarantee a good quality of education for the children, the role of dogs in socialising activities, or the fact that the communal council turned the General Meeting into a celebration, are examples of participative mechanisms which have been discovered in such a small commune. Thus, a large number of factors influencing civil participation are analysed and explained. The local level is as complex as the global.</dc:description>
